Is there going to be more concentrated effort, under the new system, to ensure States follow the Annexes & SARPs without opting out of certain fundamental concepts / areas? This seems to be a general trend (certain) States are moving in e.g., not all Certificate Holders in Canada are still not yet required / regulated to implement a formal SMS. Just one example.
Now more than ever, future success is entirely dependent on the enlightened and wise decisions made today. To quote Albert Einstein: “We can’t solve problems by using the kind of thinking we used when we created them”.

While CART and its various outputs continue to be works in progress, and also while the global pandemic still is winding down (hopefully), would you care to comment on how well, or how poorly, the CAPSCA inter-agency group prepared the civil aviation system for a pandemic crisis such as this? Or was CAPSCA simply doing the best that could be expected, in that this pandemic emerged in such drastically unexpected ways?

Airlines, airports and all player in the end-to-end travel and tourism businesses are going through a good amount of transformation from rethinking and rightsizing their businesses, to executing leaner management more cost-efficient structures, using innovation and technology to streamline processes among others. Would you agree ICAO needs to innovate and transform the way it does business and supports its members? What’s your plan and strategy to make ICAO a leaner and faster response organization as there is perhaps not a better time than today to review ICAO priorities, strategic plans and actions top down and bottom up.
